Harkey served as Assistant Director of camp #68. In a report by the Brethren Service Committee, Harkey noted that relations with the other hospital employees and the community were good even though some people were bitter about COs.  As he wrote, “A man who can earn respect through his work and behavior under normal conditions will have no trouble at the hospital.”
