CPS Unit No. 97, subunit 19, located in Cuyahoga County, Ohio, was operated by the Mennonite Central Committee.
On May 11, 1943, fifteen men reported for work on farms in Cuyahoga County to the unit.
Raymond L. Hartzler, area supervisor, administered the Ohio and Michigan counties from Adrian, Michigan. Mrs. Raymond L. Hartzler served as matron at the Adrian headquarters.
In August, MCC appointed Hartzler as middle states area supervisor and pastor. Orin Beechy became the regional supervisor in September, while John P. Duerksen followed Hartzler as middle states area supervisor.
When Wisconsin was added to the Ohio-Michigan area, Titus H. Horning supervised the area.
